Main Steps for Applying for Access

The process for any party seeking access to Sampling & Terminal Support B.V.’s terminal services and storage capacity begins with an official expression of interest.

This is formalized by contacting our commercial team and executing two originals of our Standard Confidentiality Agreement (CA).

  • Step 1 – Submission of Confidentiality Agreement
The applicant must return the signed CA by registered post, accompanied by a formal letter summarizing:
  • The applicant’s interest in terminal access
  • The intended scope of operations (sampling, storage, transshipment, or quality adaptation)
  • The applicant’s current activities in the petroleum, chemical, or biofuels market
Please note: The CA is a standard, non-negotiable document applicable to all prospective users. Material changes will not be accepted.
  • Step 2 – Application Fee
Following receipt of the executed CA, an application fee of €90,000 (non-refundable) is due. Payment instructions will be provided by our finance department. Once payment is confirmed, Sampling & Terminal Support B.V. will return a countersigned CA and initiate the application review.
  • Step 3 – Initial Technical & Commercial Meeting
After confirmation of payment, an on-site or virtual meeting will be arranged to:
  • Discuss the applicant’s operational needs and timeline
  • Review our business model, terminal capabilities, and safety protocols
  • Identify any special service requirements (e.g., Wobbe Quality Adaptation, multi-product segregation, or expedited sampling schedules)
Where applicable, our General Terms & Conditions (GTCs) will be provided at this stage.
  • Step 4 – Contractual Framework
Access to the terminal requires one of the following agreements:
  • Throughput Agreement (TA) — For long-term contracted capacity
  • Registered User Status (RU) — For parties without a TA but with recognized standing under the GTCs
Only customers and registered users have access to the Electronic Bulletin Board (EBB), which provides:
  • Real-time capacity and slot availability
  • Annual unloading and sampling schedules
  • UIOLI (Use-It-Or-Lose-It) opportunities for available slots
Any party seeking to secure berthing, sampling, or storage slots must do so through the EBB platform, in compliance with transfer and nomination procedures.
  • Step 5 – Credit & Compliance Requirements
All customers and registered users must meet the credit policy set out in our GTCs. This includes sufficient financial security to cover all terminal charges and related obligations. Credit requirements must be fulfilled at least 10 business days before the commencement of any UIOLI or transferred capacity period.
  • Step 6 – Permitted Transferee Eligibility
A Permitted Transferee (PT) — either a Capacity User or Registered User — may utilize terminal capacity via transfer or UIOLI acquisition. The eligibility requirements for PT status are detailed in the GTCs.
  • Step 7 – Regulatory and Network Access Arrangements
Users are responsible for all arrangements related to the receipt and onward movement of product, including:
  • Coordination with relevant Transmission System Operators (TSOs) for product delivery into connected networks
  • Compliance with applicable transport, customs, and quality regulations
  • Securing necessary licenses (e.g., shipper or product handling licenses under national regulations)
Under certain conditions, existing customers may transfer entry capacity rights to new users in connection with a UIOLI release.
  • Step 8 – Vessel Approval Procedures
Only vessels that have been approved under the Sampling & Terminal Support B.V. Vessel Acceptance Process may call at our berths. This includes:
  • Submission of full vessel technical documentation
  • Verification against safety and compatibility criteria
  • Trial call or first-call inspection where applicable
A list of currently approved vessels, and those pending approval, is available on the EBB. Final approval is granted only after a successful operation at our terminal.
Applicants are encouraged to provide vessel details well in advance of the intended delivery window to avoid delays.
